2004年6月底,我们在安徽宿州市地震局灾防科同志的陪同下,前住宿州市灵壁县灵光村进行农村民居抗震设防工作调研。 灵光村现有人口2520人,570户,土地面积2560亩。在2003年洪涝灾害后,由民政部门牵头,在当地政府统一领导和国家支持下,将居于低洼地带的灾民搬迁到统一规划建设的灵光新村。灾民连片建房位于灵泗大道北侧,统一房型,指导建设。建房户共100户,均为二层,砖混结构,总投资450万元,其中自筹410万元,国家补助40万元。在建房过程中,宿州市地震局下派干部和村书记带去了省地震局统一发放的农村民
