第25次邮电工作会议决定,从今年开始,对邮电企业实行工资总额与业务量挂钩。实行这一改革以后,邮电企业职工的工资由过去的“向国家要工资”变为“自己挣工资”。随着社会商品经济的发展和信息传递量的增加,邮电业务量将逐年增长。企业只要加强管理,合理安排劳动力,严格控制增员,不断提高劳动生产率,职工的工资将逐步有所增长。在这种情况下,邮电企业职工工资将面临如何实行管理及如何正确合理地对职工进行分配的问题。为此,根据邮电企业的情况,提出如下设想: (一)加强宏观控制,实行分级管理。工资问题,涉及到百万邮电职工的切身利益,
