(一) 自1984年辽宁省农业科学院作物栽培研究所所长、高级农艺师李庆文同志被辽宁省阜新县人大常委会任命为全国第一个科技副县长以来,短短七年多时间,科技副县长工作已从辽宁阜新迅速发展到全国,到1991年7月底止,全国已有25个省、自治区开展了科技副县长工作, 选派科技副县长的县已占全国县总数的60％以上,其中湖南、湖北、河北、新疆等省、自治区所辖县都已基本配齐
