退出领导岗位的干部,社会阅历、工作经验丰富,善于做群众工作,工作能够独挡一面,是十分宝贵的人才资源,是推动经济社会发展的重要力量。然而,多数退出领导岗位的干部干事缺激情、履职缺平台、管理缺机制,面临“角色转变”的现实困境。同时,一些单位负责人对他们不敢管、不愿管,“退二线”变为“自由人”成为了部分地方在干部管理使用上的“潜规则”。为了改变这种被动局面,珙县出台了《退出领导岗位干部管理暂行办法》,从落实政治经济待遇、科学合理安排工作、严格纪律要求等方面进行了规范,通过规范有序的管理,全县150多名退出领导岗位干部的管理走上了科学化、规范化的路子,为县域经济社会发展增添了新的活力。
