搜集地方文献并为社会服务,是省市、县(区)图书馆的主要任务之一。要做好这项工作,靠各馆分散独自进行,有很多困难。为此,辽宁省图书馆在辽宁省文化厅图书馆处的支持和帮助下,于1989年9月下旬在沈阳召开了“辽宁省公共图书馆地方文献工作会议”。与会馆共同协商,制定了《辽宁省公共图书馆地方文献工作协调方案》。辽宁省文化厅以“辽文办字19[89]180号”文件转发给辽宁省县(区)级以上的公共图书馆和少儿图书馆。全省公共图书馆协调地方文献工作,是一项富有开拓性的改革措施。为使之健康地发展并日臻完善,本刊特将方案全文刊出,恳请方家和热心人士多提建议。收藏本地区的地方文献,是各级公共图书馆的重要任务之一,也是其藏书特点的主要体现。为了进一步加强我省各级公共图书馆地方文献的收集、整理和开发利用工作,经有关馆共同协商,决定建立全省公共图书馆地方文献工作协调组织,并制定本方案。
Collecting local literature and serving the community is one of the major tasks of provincial, county and district libraries. To do a good job of this work, there are many difficulties depending on whether the museums are dispersed or separate. Therefore, under the support and assistance of Liaoning Provincial Department of Culture Library, Liaoning Provincial Library held “Liaoning Province Public Library Local Document Work Conference” in Shenyang in late September 1989. Consultation with the hall, developed a “Liaoning Provincial Public Library local document coordination program.” The Liaoning Provincial Department of Culture transmitted the document “Liao Wensheng 19 [89] 180” to the public libraries and children’s libraries in Liaoning Province at the county (district) level or above. The province’s public libraries to coordinate local literature, is a pioneering reform measures. In order to make it develop healthily and improve day by day, we hereby publish the full text of the proposal and urge the families and enthusiasts to make suggestions. The collection of local literature in the region is one of the important tasks of public libraries at all levels and also the main manifestation of their collection features. In order to further strengthen the collection, collation and development and utilization of local documents of public libraries at all levels in our province, we decided to set up the coordination of local literature work of the public libraries in the whole province and formulate this plan after consultation with the relevant agencies.
