天津经济技术开发区建立10年来,发展速度之快,经济效益之高,令世人瞩目。1993年底,国务院特区办联网统计,全国沿海城市开发区23项经济指标中,天津开发区的工业总产值、税收总额、协议外商投资额等14项主要经济指标居于首位。中共天津经济技术开发区工委适应开发区的特殊环境和运行机制,对外商投资企业如何开展思想政治工作的问题进行了许多有益的探索,为天津开发区的持续、快速、健康发展提供了强有力的思想保证和舆论支持。 一、把“提高经济效益,促进企业发展”作为外商投资企业思想政治工作与经济工作的结合点 为了创造一种把思想政治工作结合经济工作一道去做的途径,天津开发区工委针对涉外经济区域运作机制的特点,提出了把“提高经济效益,促进企业发展”作为思想政治工作和经济工作的结合点的新思路。
