I. Evaluation of Competence in Science and Technology in Hebei Province In order to speed up the pace of invigorating the province through science and education and increase the contribution rate of science and technology to the economy, society and development, we measured and evaluated the comprehensive scientific and technological strength of Hebei Province in 1993. The results show that: 1 The appraised values of the three indicators of comprehensive scientific and technological strength, industrial technological strength and research and development strength in Hebei Province are all below the national average. The comprehensive strength of science and technology is below the national average of 15.61 percentage points
