中央做出的振兴东北老工业基地的重大战略决策,像一股温暖的春风吹进关东大地,整个东北为之欢腾,为之欣喜。八千多万东北人在欢呼:东北老工业基地的春天到了!更有有识之士预测,振兴后的东北将会成为世界新一轮产业重组中的一个新的崛起点,成为继珠江三角洲、长江三角洲、环渤海地区后的中国第四大经济增长区。 前景是美好的,但我们现在更应该关注的是前景如何实现,我们要靠什么来实现老工业基地的振兴。有些同志一听到振兴,马上就会想到向中央要政策、要资金、要项目,这完全是计划经济的思维模式。在社会主义市场经济体制建立起来的今天,这种思维模式已经过时。温家宝
