随着我国市场经济的不断发展,工程造价管理模式的转变给定额管理工作带来了挑战。通过分析我国定额管理的发展和现状,指出现行定额不能满足施工生产需要和定额管理没有充分调动参与者积极性的问题。在社会主义市场经济体制下,定额管理部门必须在加强现有定额修编的同时,通过强力推行清单计量规则引导承包商建立企业定额,并利用计算机和互联网搭建造价基础数据的管理平台,建立基于《公路工程工程量清单计量规则》的工程实体性工料机消耗量标准,以适应当前公路建设施工生产的需要。
With the continuous development of market economy in our country, the change of project cost management mode has brought challenges to quota management. By analyzing the development and current situation of quota management in our country, we point out that the current quota can not meet the needs of construction and production and the quota management does not fully mobilize the enthusiasm of participants. Under the socialist market economic system, the quota management departments must strengthen the existing quota revision and guide the contractors to establish enterprise quotas through the vigorous implementation of the inventory measurement rules and set up the management platform of basic data of cost based on computers and the Internet, “Highway Engineering Bill of Quantities measurement rules” of the project material machine consumption standards, in order to adapt to the current highway construction and production needs.
