建国后首次由中共中央、国务院召开的全国卫生工作会议确定了以农村卫生为重点的卫生方针。这对乡镇卫生院来说,既是一次新的机遇,又是一次挑战。笔者认为:要建设好乡镇卫生院重点应抓好“新三项建设”,增强乡镇卫生院面向市场的竞争能力。 一、抓好业务建设 (一)增强质量管理和效益。乡镇卫生院在新时期下应有危机感,建立质量管理组织,制订出各项质量管理的标准,以安全医疗质控为核心,落实质量和效益考核目标。诸如对门诊医生处方规范化的考核;病房医生、护士大病历书写,护理质量和住院床日的考核;中西药房药品质控,处方和效益的考核等。始终把质量管理和效益放在首位,增强质控管理力度,注重效益,提高发展后劲。
For the first time since the founding of the People’s Republic of China, the National Health Work Conference convened by the Central Committee of the Chinese Communist Party and the State Council has established a health policy focusing on rural health. This is a new opportunity and a challenge for township hospitals. The author believes that: To build a township health center, we must focus on the “new three constructions” and strengthen the market-oriented competitiveness of township health centers. First, do a good job in business construction (A) enhance quality management and efficiency. Township hospitals should have a sense of crisis in the new era, establish a quality management organization, formulate various quality management standards, take safety medical quality control as the core, and implement quality and efficiency assessment goals. Such as the standardization of prescriptions for outpatient doctors; ward doctors, nurses writing a large medical record, nursing quality and assessment of hospital bed days; Chinese and Western pharmacy drug quality control, prescription and benefit assessment. Always put quality management and efficiency in the first place, enhance quality control management, pay attention to efficiency, and improve development stamina.
