2008年10月25日《新京报》刊登社评认为悲剧和灾难固然是推动法制变革的契机,但更重要的是,如何才能保证这些变革真正实现防止悲剧重演的制度效应。这就要求立法者不空耗灾难所付出的巨大成本,使这种成本真正转化成公共利益、公民权益高于一切的立法理念,转化成法律制度有的放失的实质性变革。 On October 25, 2008, the “Beijing News” published an editorial that the tragedies and catastrophes are an opportunity to promote the reform of the rule of law. More importantly, however, how can we ensure that these changes really bring about the institutional effect of preventing the tragedy from recurring? This requires legislators not to consume the enormous cost of disasters, so that this cost is really translated into the public interest, civil rights and interests above all else’s legislative concept, the legal system into some of the substantive loss of change.
