一、扶贫开发取得的成效及存在的主要问题1994年国家实施“八七扶贫攻坚计划”以来,我省认真贯彻落实中央的扶贫政策,制订了相应的扶贫攻坚计划,组织各方力量实施。1994—1996三年度,全省38个贫困县市共安排以工代赈资金、支援不发达地区发展资金、扶贫贷款等三项扶贫资金12.8亿元,扶贫开发工作取得了明显的成效。今年,我省审计部门对1994—1996三年度扶贫资金的审计发现,扶贫资金管理使用中仍存在一些问题:(一)部分扶贫资金没有落实到位。由于扶贫资金主管部门滞留专款和拨付项目资金时违规抵扣等原因,导致上级拨入的扶贫资金有的没有落实到位。
I. Achievements in Poverty Alleviation and Development and Major Existing Problems Since the state implemented the “Poverty Alleviation Project in August 7” in 1994, the province has conscientiously implemented the central pro-poor policies and formulated corresponding plans for tackling poverty and has organized the implementation of various forces . In the third year of 1994-1996, 38 poverty-stricken counties and cities in the province arranged a total of 1.28 billion yuan of funds for three-phase poverty alleviation, including work-relief funds, development funds for underdeveloped areas and poverty alleviation loans. The poverty alleviation and development work has achieved remarkable results. This year, the audit department of our province conducted an audit on the funds for poverty alleviation in the 1994-1996 triennium and found that there are still some problems in the use of funds for poverty alleviation: (1) Some funds for poverty alleviation have not been put in place. As a result of the detention of funds by competent funds for poverty relief and the non-compliance of funds deducted from project funding, some of the anti-poverty funds allocated by superiors have not been put in place.
