刑侦改革关键在领导全国刑事侦查工作会议上,公安部党委向全国公安机关发出了大力改革和加强刑侦工作的号召,要求各地把刑侦改革作为公安工作改革的突破口,尽快推开。刑侦改革事关公安工作全局,引起了各地党委、政府的高度重视。陕西省省长程安东在省政府常务会议上表示全力支持刑侦改革,并提出具体措施。河北省委副书记、省政法委书记许永跃同志要求河北省公安厅继续加大刑侦改革力度,并决定拨款给省公安厅装备DNA技术设备。湖北省委常委、常务副省长李大强要求湖北省各级党委、政府全力支持刑侦改革,千方百计帮助公安机关解决改革中遇到的困难,认认真真地为改革办实事。许多地方公安机关的主要领导把刑侦改革作为“一把手”工程,对刑侦改革提出了具体要求,作出了阶段性部署。但仍然有一些地方公安机关对刑侦改革还抱着等待观望的态度,有的安于现状,不愿冒改革的风险,有的习惯于传统工作方式,不敢打破旧框框。
The Key to Criminal Investigation Reform At the leadership of the national criminal investigation conference, the party committee of the Ministry of Public Security sent a call to the national public security organs to vigorously reform and intensify the work of criminal investigation. It demanded that criminal reconnaissance be taken as a breakthrough point in public security reform as soon as possible. The reform of criminal investigation related to the overall situation of public security work has aroused great attention from the party committees and governments all over the country. At the provincial government executive meeting, Cheng Andong, governor of Shaanxi Province, expressed his full support for the reform of criminal investigation and put forward specific measures. Comrade Xu Yongyue, deputy secretary of Hebei Provincial Party Committee and secretary of Provincial Politics and Law Committee, requested Hebei Provincial Public Security Department to continue to intensify the criminal investigation reform and decided to allocate funds to the provincial public security department to equip DNA technology equipment. Hubei Provincial Party Standing Committee and executive vice governor Li Dakiang urged party committees and governments at all levels in Hubei Province to fully support the reform of criminal investigation and tried every means to help the public security organs to solve the difficulties encountered in the reform and seriously do practical work for the reform. In many localities, the major leaders of the public security organs regard the criminal investigation reform as the “top leader” project, which sets specific requirements for the criminal investigation reform and has made phased arrangements. However, there are still some local public security organs still holding wait-and-wait attitudes toward criminal investigation reform. Some are comfortable with the status quo and are not willing to take the risk of reform. Some are accustomed to the traditional mode of work and are afraid to break the old frame.
