在科技发展日新月异的今天,我们却依然无法有效地利用和节约有限的能源。上海目前的建筑能耗占到社会能源消耗总量的18%,随着房地产的迅猛发展和城市规模的膨胀,建筑能耗正以每年1个百分点的速度增长。目前由上海市政府起草的《上海市建筑节能条例(草案)》(以下简称《条例(草案)》)正在交付市政府提交市人大常委会审议,从中我们可以窥探到一些关于城市节能的全新思想和举措。

At present, the “Shanghai Building Energy Conservation Regulations (Draft)” (hereinafter referred to as the “Regulations”) drafted by the Shanghai Municipal Government is being delivered to the municipal government for consideration by the Municipal People’s Congress, from which we can glimpse some new ideas on energy conservation in cities And initiatives.
