如何正确地、合理地核订乡镇供水工程的水价是供水理论研究部门和供水经营管理部门共同关心的课题。文章分别从理论和实践的角度出发,提出了理论合理水价与实际合理水价两个新概念并探讨了二者之间的关系。在理论合理水价的基本构成中,重点运用“动态法”研究了“足够折旧”问题和借用“综合平均资金利率”指标研究了“税利分配”问题;在实际合理水价方面,主要是运用“数理统计法”研究水价、供水量、水费三者之间的相关统计资料,在此基础上确定实际合理水价。
How to correctly and rationally verify the water price of township water supply project is a topic of common concern for the water supply theory research department and the water supply management department. From the perspective of theory and practice respectively, the article puts forward two new concepts of theoretical reasonable water price and actual reasonable water price and explores the relationship between the two. In the basic constitution of the rational water price theory, we focus on the use of the “dynamic method” to study the problem of “adequate depreciation ” and the borrow “comprehensive average interest rate ” Water prices, mainly the use of “mathematical statistics” to study the water price, water supply, water fees among the three statistical data on this basis to determine the actual reasonable price.
