跨国公司是当今世界范围内直接投资的主要来源，我国吸引的外商投资大部 分直接或间接来自于发达国家的跨国公司。因此，吸引跨国公司的投资是我 国利用外资的主要方向。武汉市地处我国中部，拥有自身独特的优势，面对 东南亚金融危机的影响，提高吸引外资的数量和质量的重点应是如何吸引跨 国公司投资和利用外资进行产业结构调整。根据武汉市产业结构的特点，应 制定出正确、明晰的产业政策引导外商投资。第一产业要努力寻求对外资有 吸引力的项目；第二产业要恰当地确定支柱产业，对“钢车机新”的提法进一步 明确范围，有效地引导、鼓励外商投资；建议第三产业以金融业、旅游业、教 育产业、科技开发与服务业为重点引资产业。与此同时，对投资环境和优惠 政策等要予以足够的重视。 Multinational corporations are the main source of direct investment in today’s world. According to the characteristics of Wuhan’s industrial structure, we should formulate a correct and clear industrial policy to guide foreign investment. The first industry should strive to seek attractive projects for foreign capital; the second industry should properly identify the pillar industries, further clarify the formulation of “new steel carriages”, effectively guide and encourage foreign investment, and suggest that the tertiary industry The financial industry, tourism, education industry, science and technology development and service industries as the key investment industries. At the same time, sufficient attention should be given to the investment environment and preferential policies.
