一、查找和研究形成公证投诉的主要原因认真查找和分析研究形成公证投诉的原因,是从源头上预防和杜绝公证投诉和妥善处理解决公证投诉的重要环节之一。形成公证投诉的原因,一般包括以下四个方面:(一)根据《公证投诉处理办法》(试行)第5条规定,公证投诉的范围包括:1、刁难当事人,服务态度恶劣,造成不良影响的;2、无故推诿,应当受理的公证事项而不予受理的;3、利用职务之便谋取权利,贪污、索贿、受贿的;4、故意出具虚假公证书或因工作
