石漫滩水库是淮河流域上以防洪为主的大型水利工程,曾因75·8大洪水决堤,随着社会经济的发展,水库上游水土流失严重,大量泥沙入库,严重威胁水库及下游安全。文章以臧平小流域水土流失综合治理为例,以开展生态清洁小流域建设思路及具体措施为出发点,通过探索水库上游生态清洁小流域治理模式,摸索一条兼顾防洪效益和社会经济效益的生态工程治理模式。
