民族区域自治是多民族国家的一种政策选择,它以国内各民族的平等、和睦作为基本的价值取向。多民族国家的建构是一个系统工程,它既需要极具渗透力的制度保证,又需各民族对政治权力的共同参与、分配,借以扩大多民族国家的合法性基础及其持续的社会与政治稳定。本文试从政治学的视角来探讨民族区域自治的溯源、民族政治体系建构以及政治价值蕴意等,以期求证民族区域自治对多民族国家内政治秩序的有效整合。
Regional ethnic autonomy is a policy choice of the multi-ethnic country. It regards the equality and harmony of all ethnic groups in the country as the basic value orientation. The construction of a multi-ethnic state is a systematic project that requires both a highly penetrating institutional guarantee and the participation and distribution of political rights by all ethnic groups in order to expand the legitimacy foundation of a multi-ethnic nation and its continued social and political stable. This paper attempts to explore the traceability of ethnic regional autonomy, the construction of ethnic political system and the implication of political value from the perspective of political science in order to verify the effective integration of ethnic autonomy in the multi-ethnic country.
