2004年2月4日,陈某因犯贪污罪被苍梧县人民法院判处有期徒刑二年,缓刑二年。陈某,女,1952年7月18日出生,原系苍梧县建设局环卫站工会主席兼垃圾收费员,现已退休回家。在她担任苍梧县建设局环卫站收费员期间,采用“大头小尾”的开票方式,即收到的票款多而交公的票款少,将收到的卫生服务费和公共街道卫生管理费占为己有。经查,在2001年10月至2003年6月间,她用上述方法开出票据24份,共骗取公款28652元。之后,陈某在法律的威慑下,主动到检察机关投案,并如实供述了自己的犯罪事实,将所得的赃款全部退给苍梧
