中英聯合聲明附件一《中華人民共和國政府對香港的基本方針政策的具體說明》中載明:“香港特別行政區除懸掛中華人民共和國國旗和國徽外,還可以使用區旗和區徽”。香港特別行政區基本法將對區旗、區徽的式樣作出具體的規定。為了集思廣益,做好這項工作,特廣泛徵集香港特別行政區區旗、區徽的圖案,以供評選。辦法如下: 徵稿時間:自登報之日起至一九八八年三月
The “Statement by the Government of the People’s Republic of China on Basic Policies of Hong Kong” in Annex I to the Sino-British Joint Declaration states: “The Hong Kong Special Administrative Region may, in addition to the national flag and national emblem of the People’s Republic of China, suspend the regional flag and emblem.” The Basic Law of the Hong Kong Special Administrative Region will make specific provisions on the style of the regional flags and district emblems. For the sake of brainstorming and doing a good job of this work, we have specially collected the design of the regional flag and emblem of the Hong Kong Special Administrative Region for selection.
