渔业是一个“高风险、高投入、低产出”的行业,但渔民能享受的最高赔偿额度较低且实际赔偿金额更难尽如人意。建立渔民工伤保险制度对于保障渔民生存,促进安全生产,维护渔区稳定有重要作用。目前海南省的工伤保险体系有较为完备的基础和丰富的经验,运行也较为成熟,可将渔民工伤保险纳入海南省工伤保险体系。应强化海上工伤认定技术,协调现有渔业互助保险与渔民海上工伤保险,破除部门利益,提高参保率,健全渔民工伤保险立法。
Fishery is a “high-risk, high-input, low-output” industry, but the maximum amount of compensation that fishermen can enjoy is lower and the actual amount of compensation is more difficult to achieve. Establishing a fishermen's work-related injury insurance system plays an important role in ensuring the survival of fishermen, promoting safe production and maintaining the stability of fishing areas. At present, the industrial injury insurance system in Hainan Province has a more complete basis and rich experience, and is also relatively mature in operation. It can include fishermen's work-related injury insurance in Hainan's work-related injury insurance system. Maritime identification techniques should be strengthened, to coordinate the existing fishery mutual insurance and fishermen maritime work injury insurance, to get rid of departmental benefits, improve the insured rate, improve the legislation of fishermen's work-related injury insurance.
