党的十六届四中全会通过的《中共中央关于加强党的执政能力建设的决定》明确提出构建社会主义和谐社会,并把构建社会主义和谐社会的能力确定为党的执政能力建设的重要内容之一。这一执政理念的提出,具有深远的历史意义。
The “Decision of the Central Committee of the Communist Party of China on Strengthening the Building of the Party’s Ability to Govern” adopted by the Fourth Plenary Session of the 16th Central Committee of the Party explicitly states that building a socialist harmonious society and setting the building of a harmonious socialist society as an important part of the party’s ability to govern one. The idea of governing this ruling has far-reaching historical significance.
