The paper discusses the applicable conditions and forms of the speed limits such as speed limit, lane limit, sub-speed limit, sub-vehicle speed limit and recommended speed limit. The factors that need to be considered in choosing speed limit program are analyzed: space factor, time factor and vehicle factor. The method of identifying the speed limit program according to the sequence of space factor, time factor and model factor is proposed.
