再读焦作,编者不由地感叹:神奇的焦作!中国公共财政改革的“奇迹”为何能在焦作出现呢?我们深知,“幕后英雄”是焦作市委市政府!没有他们的战略眼光和果敢拍板,改革不可能有开端。同时,没有他们为民理财的理念、锲而不舍的精神、尽善尽美的作风,也难会有公共财政改革持续十年的推进和提升。我们真诚地向开启政府理财变革和进步的焦作市委市政府致敬!政府理财看财政。我们同样欣喜地看到,焦作财政人已经让传统的财政工作提升到公共理财的政府执政层面。所以,他们是中国当今少有的、真正的“政府理财官”和“人民理财官”!我们真诚地向具体推动政府理财变革和进步的焦作财政人致敬!但是,编者难免有些“杞人忧天”:我们体制的一个潜规则是,你是做官,还是做事,如果真的做事,很可能做不了官。所幸,著名经济学家盛洪先生曾如此感慨:“中国还是有很多优秀的人在做事,而不是‘做官’,中国有希望也是在这儿。”天平自在人间。编者相信,《天平》系列报道至此收官,但精彩,继续。
