严工上(1874-1953)原名达,字苇槎,安徽歙县人。早年曾留学日本。1925年在上海神州影片公司任演员。1928年起,陆续在上海国光、长城、明星、友联等制片厂参与拍片,并曾在影片《一江春风向东流》中饰演过张忠良之父。1932年起,先后为新华、华成、国华、华新等公司拍摄的电影作曲。是我国三十年代我国早期流行歌曲的重要作者之一,与陈歌辛、黎锦光、姚敏、梁乐音并称我国早期流行歌曲“五人帮”。
