应急管理是一项综合性很强的社会系统工程,必然要牵涉到大量的人力、物力和财力投入。通过调研和对比分析,发现在应急管理工作中,相对普遍地存在着5种比较有代表性的“不经济”现象,包括重处置轻预防的工作思路,以及在事件处置、宣传演练、教育培训和善后恢复等方面的成本与收益失衡等。通过深入分析这些“不经济”现象背后的深层次原因,从投入机制、考评机制和培训机制等方面提出了对策建议。
Emergency management is a very comprehensive social system project, which will inevitably involve a great deal of manpower, material and financial resources. Through investigation and comparative analysis, it is found that there are five relatively typical “uneconomic” phenomena in emergency management, including the work plan of re-disposing of light prevention, the handling of events, publicity exercises, Education and training and recovery and other aspects of the cost and return imbalances. Through in-depth analysis of the deep-seated reasons behind these phenomena, this paper puts forward countermeasures and suggestions from aspects of input mechanism, evaluation mechanism and training mechanism.
