华北正被敌人残酷地压榨着,然而同时在铁蹄下的同胞,也正在作着英勇的斗争。我们自然相信敌人决不能真正统治华北,相信华北同胞决不会让敌人立定脚跟更相信华北最后终会收复。但在现时我们对于敌人在华北所推行的政策,所实施的压制手段、欺诈方式、以及榨取计划等等,实有加以研究的必要,为使易于明白起见,这里先把敌人在华北的统治机构和榨取机关的系统及其关系,制表如下:
North China is being cruelly crushed by its enemies, yet its compatriots, also under the iron heel, are also fighting bravely. We naturally believe that the enemy must never really rule North China. We believe North China compatriots will never allow their enemies to establish their own heights and believe that North China will finally regain control. However, at present, we need to study the policy pursued by the enemy in North China, the means of repression, the methods of fraud and the plan for extradition.
