1992年4月11日,上海港汇山装卸公司同客运服务总公司合并成立了上海港客运服务总公司。当时有男职工2831人,女职工997人,其中从事货运一线的职工1664人,客运一线的职工611人,后勤、三产职工675人,其他800余人。 难题——人员富余 机构合并后,摆在领导和全体职工面前是这样一个严峻的现实: 一是,码头设施陈旧,装卸设备差,基层点多面广(横跨上海市七个行政区),人员思想不稳定; 二是,随着改革开放的深化,人们的生活节奏加快,在铁路、航空客运的竞争下,水略客运受到影响,客运服务人员有了富余;
