人、财、物是企业运转的三大要素,其中人是第一位的,它是企业最大的资产,因此现代企业应对人力这种最宝贵的、最具价值的特殊资源加以开发和利用。但是目前我国连锁业由于受传统的人事制度的影响,没有把人力管理放到企业发展的首要位置上来,造成了人力资源管理不善、经营管理混乱、企业声誉受损、不能有效地与其他组织之间进行合作等一系列问题。因此较低的人力资源管理水平已成为我国连锁业不能腾飞的主要障碍。
