水利是国民经济与社会发展最根本的基础设施,又是生态环境保护和建设的关键。党中央十五届五中全会通过的《中共中央关于制定国民经济和社会发展第十个五年计划的建议》提出,加强基础设施建设是今后5～10年一项十分重要的任务。抓住机遇,把握发展主题,加快水利基础设施建设是新世纪水利建设的根本任务。治国必先治水,治水才能安邦,这是历史经验的总结。
Water conservancy is the most fundamental infrastructure for national economy and social development, and it is also the key to ecological environment protection and construction. The “Proposal of the CPC Central Committee on Formulating the 10th Five-Year Plan for National Economic and Social Development” adopted by the Fifth Plenary Session of the 15th CPC Central Committee proposed that the strengthening of infrastructure construction is a very important task for the next 5 to 10 years. Seizing opportunities, grasping development themes, and accelerating the construction of water conservancy infrastructure are the fundamental tasks of water conservancy construction in the new century. It is a summary of historical experience that governance of the country must be preceded by water control and water control.
