一、特区产业发展优势的一般考察我们认为,在最一般意义上,所谓产业(或称产业发展)优势指的是:在某一特定的时空域内,通过实现各种经济资源的最优组合而获取最佳收益;在科学技术不断进步,产业整体素质逐渐提高,产业间协调发展的基础上,形成和保持速度与效益相统一的产业发展的有利形势,实现持续、稳定的经济增长.依据经济特区在全国经济发展中所具有的地位和作用,我们把特区产业发展优势表述为:较之其他地区,特区在积极、稳定地参与国际分工和交换,依据国际市场的变化和要求实现区域各产业间的协调发展,以及在区域产业结构和产品结构的调整或升级方面具备和保持的相对领先的地位.换言之,特区产业发展优势具体表现为在各产业所具备的出口生产的增长能
