目的明确我国农村公共卫生项目服务目标群体,分析样本地区项目服务目标群体的完成程度,为测算单位项目成本和投入标准奠定基础。方法综合运用文献归纳分析和专家咨询法完成服务目标群体界定,通过查阅常规报表资料和机构调查数据明确服务目标群体数量和频率要求和标准。结果研究界定了我国农村公共卫生59类项目的服务对象、单位服务对象的数量和频率要求。研究表明,样本地区的农村公共卫生项目完成程度均低于100.0%,较高的上海市样本县仅达到87.2%,最低的青海省样本县仅为70.0%。结论切实提高农村地区公共卫生服务项目的完成程度,尤其是西部地区,提高广大农村居民的公共卫生服务的可及性,显得尤为迫切。
Objective To clarify the target groups of public health service in rural areas in China and analyze the completion degree of project service target groups in sample areas so as to lay the foundation for project unit cost and input standard. Methods By using the methods of literature induction and expert consultation, the definition of service target groups was completed. The quantity and frequency requirements and standards of service target groups were clarified by consulting routine report data and institutional survey data. Results The study defined the number of service objects and the number of service targets and frequency requirements of 59 categories of rural public health in our country. The research shows that all the completed rural public health projects in the sample areas are less than 100.0%, only 87.2% of the sample counties in Shanghai, and only 70.0% of the sample counties in Qinghai. Conclusion It is particularly urgent to effectively improve the completion of public health service projects in rural areas, especially in the western region, and to improve the accessibility of public health services to the majority of rural residents.
