一、成立外商投资企业管理机构,建立和完善了管理制度和办法。大连市生产协调办公室召开各种专题办公会议,同物资、电力、劳动、税务、银行等综合部门和外商投资企业中方主管部门,研究解决外商投资企业提出的生产经营中遇到的问题。中日淑美有限公司生产用水因管道问题,拖了3个多月未能解决。市有关部门用3天时间,为该公司解决了生产用水问题。大连经济技术开发区去年10月成立了由管委会领导和各职能部门负责人组成的投资项目推进服务中心,实行“一个窗口”对外,为投资者代办手续,解答问题,协调关系,使投资者由过去“多头拜”变成“一步走”。
