腐败说到底就是权力的滥用。怎样规范权力、界定权力、监督权力、制约权力?江苏省各级党政机关根据《建立健全惩治和预防腐败体系实施纲要》和《建立健全惩治和预防腐败体系2008—2012年工作规划》的精神,通过寻找释放经济社会发展最大能量的权力运行线路图、分析权力行使的边界,并提出有效预防权力滥用的措施,点线面结合寻找不同的试验样本等,积极探索和建立权力运行的监控机制,以保证公共权力的正确行使。实践证明,公共权力既要受人民的监督和控制,也要受法律和制度的监督和控制,前者彰显民主,后者体现法治。江苏省积极探索用权与控权之路,就是运用了民主和法制的方法,可以给我们很多启示和借鉴。

Jiangsu Province has actively explored the road of usufruct and control by means of applying the methods of democracy and the rule of law and can give us much inspiration and reference.
