一、自然条件及营造林任务内蒙古地区森林及草原资源比较丰富,有林地面积占全国第三位,草牧场面积占全国30%。但由于历史上森林屡遭掠夺式砍伐,草场被大量开荒,近三十年林业和草牧场建设虽然取得了一定的成绩,也因经营方针不当,使森林和草牧场资源继续遭到破坏,生态环境平衡失调,导致风沙干旱、气候恶劣、草场退化、土地沙化、风蚀水蚀急剧发展。
