1998年以来,我国已连续5年实行积极财政政策,对促进国民经济稳定增长、推进社会发展和进一步深化改革发挥了重要作用。随着宏观经济形势趋于好转,对积极财政政策淡出还是继续的争论也不时出现,这说明学术界在如何认识积极财政政策,对当前乃至今后宏观经济发展趋势的判断以及是否继续实行积极财政政策等重大问题上都存在着不同的观点。我们认为,我国的积极财政政策是在对现阶段经济社会发展主要矛盾综合权衡基础上实行的阶段性政策,与发达国家以反周期为特征的短期扩张性政策有明显不同。今后一段时期应当继续实行积极财政政策。只有宏观经济持续稳定发展,才能为实现财政长期稳固、健康运行提供基础和保证。

In our opinion, the active fiscal policy in our country is a phased policy based on the comprehensive trade-off of major contradictions in economic and social development at this stage, which is obviously different from the short-term expansionary policies characterized by counter-cyclization in developed countries. In the coming period, the proactive fiscal policy should continue. Only when the macro economy continues to develop steadily and steadily can we provide the foundation and guarantee for the long-term fiscal stability and healthy operation.
