自1999年9月上海市公安局下发《关于公安派出所(警察署)贯彻公安部消防监督检查规定的实施意见》以来,上海市各级公安机关以建立一支队伍为起点,以提高业务素质为抓手,以落实各级责任为目标,以开展监督检查为重点,不断强化消防基层基础工作的职能,取得了显著成效,有效地扩大了社区消防的监控面,不断加强了社区消防宣传工作,提高了广大人民群众的消防安全意识和自防自救能力,为消防工作社会化作出了积极的贡献仅2002年1至11月份,各公安派出所(警察署)共检查社区一般单位和“三小”单位近26万家次,发出各类消防监督检查类法律文书114万份,收缴非法液化石油气钢瓶6000余只,整改了一批火灾隐患,为全面加强本市的消防工作作出了积极的贡献
