2003年下半年,武汉市政府按照国务院(03)94号文件及全国电视电话会议精神,先后成立了由分管市(区)长任组长、相关部门领导为成员的市、区清欠领导小组。按照国家和省政府提出的实行行业归口管理的原则,市相关委、办、局分别设立了清欠工作组,负责督促本部门本行业的清欠工作。建立了拖欠项目台账,逐项督促还款已见成效。
