一九八○年初,南京的雨花台小学和工农小学的全体少先队员,向全省少年儿童发出开展向“雨花台烈士致敬”活动的倡议,倡议做到:每人认真学习一位烈士的英雄事迹;背诵一段烈士的豪言壮语;写一篇学习烈士的体会文章;大、中、小队分别召开一次“向雨花台烈士致敬”的主题队会,并倡议在学习先烈革命精神的同时,用自己劳动所得,每人敬献一分钱,在雨花台兴建红领巾广场。共青团江苏省委热情支持了这个倡议,号召全省少年儿童积极响应。
