From 1910 to 1911, the outbreak of the plague epidemic in the three northeastern provinces began. Japan and Russia further violated the sovereignty of Northeast China. The northeastern local governments and the Qing government made unremitting efforts to safeguard national sovereignty. Into the modernization laid the cornerstone.
