江泽民总书记在十五大报告中,对国有企业的改革与发展问题,做了极为深刻和充满希望的精辟论述,为国有企业改革与发展指明了方向。我们结合辽宁的实际,深刻学习和体会十五大报告的精神实质,这对坚定搞好国有企业,特别是搞好国有大中型企业更加充满信心,更加明确了搞好国有企业的方向、指导思想和战略措施。下面就我省国有企业的改革与发展问题谈谈如何抓住重点,突破难点,扎扎实实地落实十五大提出的搞好国有大中型企业的战略措施。
