How to accomplish the transfer of relief supplies in the shortest time is a matter of the basic living needs of people affected by the disaster and also tests the disaster relief capabilities of civil affairs departments at all levels. In recent years, China has preliminarily formed a reserve system of disaster relief materials of “Central-Provincial-City-County” level.
