1995年8月中国人民银行颁布《商业银行自营住房贷款管理暂行办法》,标志着我国银行商业性住房贷款走上正轨。当时的贷款条件十分严格,一是要求提供双重保证,即抵押(质押)担保与保证担保,二是最高期限为10年,三是要求借款人先有存款,且存款金额不少于房价款的30%,存款期限必须在半年以上。1997年4月中国人民银行颁布了《个人担保住房贷款管理办法》,对原暂行办法进行了修正。主要体现在:一是不要求双重担保;二是没有明确规定存款
