中国人民解放军《政治工作条例》第五十六条指出:“中国共产党在中国人民解放军中的教研室、科研室、技术室和医疗科(室)设立的支部,是党在军队教学、科研、技术和医疗机构中的基层组织,是各该单位政治领导和团结的核心.”条例明确了教研室党支部在教研室建设中的地位和作用.然而,据笔者在基层调查发现,尽管大多数教研室党支部的作用发挥是好的,但也有少数党支部作用发挥不明显,存在一些问题.主要表现在:一是与行政领导的责任没有理清,存在相互扯皮、相互推诿或“争权争利”现象,党支部的政治领导和团结核心作用没能充分发挥.二是部分党支部书记党务工作知识贫乏,工作积极性不高,原则性、责任心不强,个人素质较低.三是少数党员教员的模范带头作用发挥不够,存在轻政治、重实惠,轻理论、重业务的现象,尤其是部分青年党员教员,党性原则淡漠,不能为人师表.
