“十五”期间,浙江省温州市在致力于培植财源,做大财政经济“蛋糕”的同时,腾出财力支持各项社会事业的和谐发展,更为突出的是始终不忘给予遍布山村年迈群体的援助和关爱。温州市自2003午开始实施社会救助对象集中供养以来,受惠的农村五保、城市三无老人迄今已有8340人。“十五”期间,以城乡一体化最低生活保障为基础、以养老,医疗、教育、住房、司法等专项救助为辅助的新型社会救助体系在温州市初步建立,使更多贫弱者实实在在地感受到了社会福利的阳光,让党和政府关怀的春风吹进小小的山村。
