公共利益的概念界定有三个维度,第三个观点提到,从过程主义的角度界定公共利益。陈振明学者提到,全体公民的需要和观点必须在其中被平等的考察因为民主政治的一个主要功能就是在什么是公共利益这个问题上达成共识,可以说,在某些情况下,政策的产生和问题的实质的确没有关系,而是和背景密切相关。我们的公众有知情权,我们需要真相;我们的媒体有揭露真相的职责,我们需要诉说;而大众更需要的是在全面了解的基础上深入分析问题。
