近年来,中央一直强调:我国要实现较快发展,或者说是跨越式发展,最重要的是要在经济结构优化方面实现突破。从广西的实际情况看,这几年财政支持经济结构调整的重点主要放在两个方面:一是着力于支持做大、做精、做强、做稳几个支柱财源;二是着力于调整支出结构,挤出一些资金推进经济结构的优化和升级。但这有一个过程,必须准确定位,找准着力点和突破口。特别是在我国加入 WTO、实施西部大开发战略的新形势下,西部省区地方经济结构调整和实现经济跨越式发展的着力点应放在什么地方?我认为主要应放在如下四个方面:1.发展大市场。调整经济结构首先要进一步研究市场。不好好研究市场,就有可能走低效益重复建设的老路,使经济结构失衡问题更趋严重。研究发展大市场要用两条腿走
