湖北省地跨长江和汉江两大水系,是我国自然灾害较严重的省份之一。在严峻的灾害形势下,湖北省民政厅救灾处在各相关部门的通力配合下,视灾民为亲人,冲锋在前,日夜奋战,用无畏精神创造了一个个气壮山河的人间奇迹,用为民之举谱写了一曲曲感天动地的英雄壮歌。报告文学《追赶“第一时间”的足迹》旨在以工作纪实的方式还原湖北省波澜壮阔、气壮山河的减灾救灾工作历史原貌,本刊特节选其中的主要章节进行连载,以期引发有识之士的思考和对防灾减灾工作的进一步探索。
