As the Third Plenary Session of the 11th CPC Central Committee transformed the major tasks of the party and the state into economic construction, water conservancy was mentioned as an important industrial base and lifeline. In 1982, the Songliao Water Conservancy Commission of the Ministry of Water Resources came into being on this background against the implementation of watershed management in the Northeast China on behalf of the Ministry of Water Resources as a dispatch agency. 30
